Education
required:
A 4 year course of study
leading to a Bachelor’s degree that includes or was supplemented
by at least 24 semester hours in any combination of the
following fields is required: Accounting, Business, Finance,
Law Contracts, Purchasing, Economics, Industrial Management,
Marketing, Quantitative Methods, or Organization and Management.
Education

Responsibilities:

Performs a full range of contract administrative
function responsibilities from award up to and including
contract closeout.
·
Distributes copies of contract or modifications.
·
Establishes and maintains data for all assigned
work in a timely manner to the
·
Various manual control log books and automated
systems for internal and/or external reporting.
·
Complies with all applicable acquisition
regulations including the Federal Acquisition Regulation (FAR),
Justice Acquisition Regulation (JAR), Department of Justice
(DOJ) regulations, orders and directives, customer Administrative
Manual, policies and procedures.
·
Complies with applicable reporting requirements to
collect and enter date into the required tracking and reporting
systems.
·
Maintain official documentation in the official
contract file to track all requests for information and
reporting relative to the contract.
·
Oversees retention of records by contractors to
meet the records review requirements of the Government.
·
Handles all actions relating to protests,
disputes, equitable adjustments resulting from change orders,
claims, notations/change the name, termination for convenience,
termination for default, issuing modifications, task orders,
delivery orders, monitors cost, quality and timeliness of
deliverables, documentation of receiving reports, inspection
acceptance certification, payment certification and invoice
processing, effective cost management by appropriately
withholding reserve fee, and monitoring levels of estimated
qualities/dollar amounts, insurance/bonds/security clearance
processing, and contractor support staff/key personnel issues,
documenting contractor performance reports for past performance
and quality control, and proper oversight of technical
delegation of responsibility to COTR and authorized
representatives.

Prepares correspondence relative to assigned
contract administration functions.
·
Prepares orders/modifications for customer Contracting
Officer’s signature.
·
Conducts post-award orientation functions.
·
Conducts review of contract files.
·
Conducts on site visit to contractor facilities as
requested.
·
Considers all disputes, claims,
additions/deletions, and other issues to assist customer Contracting
Officer in resolving actions and/or processing contract
modification.
·
Processes Freedom of Information requests, Privacy
Act, and/or Congressional Inquires for the customer Contracting
Officer’s signature.
·
Prepares orders for customer Contracting Officer’s
approval and issuance.
·
Researches and prepares memoranda for customer
Contracting Officer’s signature.
·
Establishes, maintains and/or disposes of contract
files.
·
Prepares contract files for closeout.
·
Ensure proper storage, handling, and disposal of
contract files.
·
Work independently.
Experience,
Skills and Background required: The individual
must have knowledge of Federal Acquisition Regulations, policies
and procedures, demonstrated experience in contract
administration, demonstrated skills in oral and written
communications, and organizational skills and abilities
sufficient to manage and track several tasks simultaneously.
Must have experience with MS Word, Excel, PowerPoint, Access,
and other applications. Must be a U.S. citizen and must have a
minimum active top secret clearance.
